THE CLINTON BEACH ASSOCIATION
Our private beach-front community consists of approximately 170 homes along Shore Road, Groveway and Causeway on Long Island Sound in Clinton, Connecticut.
Our area has long been a desirable beach community. Building began in earnest around 1900 when Standard & Chapman began selling 170 lots and building seaside homes on the land where our homes sit today. For more info, check out Seaside Homes, the marketing booklet for the original development.
To formally unite the owners of those lots, in 1967, the Connecticut General Assembly created the Clinton Beach Association. The CBA is not a homeowners’ association, but rather, it’s a corporation, a taxing district* and a quasi-governmental entity. If you own a home within the limits of the CBA, then you are automatically a member of the CBA.
As a member of the CBA, you have the right to vote on important CBA business, including the election of directors and officers, annual budget and taxes. Annual meetings are typically held in June. The 2023 annual meeting will be held on Saturday, June 3 at 10 am at 90 Shore Road. (Bring a lawn chair.) In the event of inclement weather, the meeting will be held at the Clinton Police Station. Notice of annual and special meetings is emailed to members and posted on the CBA’s message board in front of 122 Shore Road, on this website, and on our Facebook page. In accordance with our charter and bylaws, a member may designate a representative to exercise the member’s voting privileges. The member must submit an official designee assignment form. The form is effective 15 days after the board receives it; so if you wish to designate a representative to vote for you at the annual meeting, you will need to submit your designee form to the board 15 days prior to the meeting.
The lion’s share of the taxes that the CBA collects goes to pay for pickup of trash and recycling. Members of the CBA do not need to separately arrange for their own pickup as it is provided to all members at no additional charge. The Board has been working over the winter on options to reduce our trash hauling costs. The trash will be discussed at the annual meeting, and we encourage you to attend and have your voice heard. The summer trash schedule will be emailed to members.
In accordance with our charter, your CBA tax is calculated based on the value of your property as assessed by the Town of Clinton. If you disagree with the Town’s assessment of your property value, you can challenge it. And even if you’re not registered to vote in Clinton, if you own real or personal property in town valued at $1,000 or more, you can vote in referendums, such as the budget referendum every May, and at special meetings.
Members are encouraged to familiarize themselves with the charter, bylaws and rules / code of neighborly conduct. Paper copies will be provided to new members upon request.

* When selling your property, remember that Connecticut’s Residential Property Disclosure Condition Report requires sellers to disclose that the property is located in a special tax district.
